You're right. It's inconsistant.
TO fix that we need to align the concept:
downloadUrl: Direct file download link without any interaction (login, clicks, agreement, etc)
url: The initial idea was to be for "humans only". So that caused the inconsistant about what should be used here. I think we can guide the users to the download page where it needs logins, clicks, agrrements, etc as is the case for EAP 6.0.
That's why the icon is changed on the stacks page for EAP 6.0 ( http://www.jboss.org/jdf/stack/stacks/) . Because it needs the user interaction.
