I've updated the PR with a fixed up version of stacks.yaml. JBossTools is trying to unify several areas of 'downloadable runtimes' in our code into one area and we want to use stacks to do it.
If you all really decide that having old runtimes is not good, perhaps we should split stacks.yaml up? This is a hard question, but, we're trying to unify everything into one place and we were led to believe that stacks.yaml could be that place.
