</finalName>` is required in all cases. For example, I don't believe jax-rs-client/pom.xml needs it. I also don't believe the parent POM files for EARs need it either since the ear/pom.xml file builds the EAR.

I'm not sure what the criteria should be. Maybe it should be dependent on whether any of the the following build plugins are defined?

maven-war-plugin
maven-ejb-plugin
maven-jar-plugin
