This is more or less to follow up the work in JDF-365. The current community version of RequireJS is 2.1.6 and we should upgrade to this version or whatever would be current at the time of upgrade.

Additionally, the use of the order plugin should be done away with, and shims should be declared for non-AMD scripts that need dependencies to be loaded.
