Yes. This has been totally changed for JBoss EAP 6.3. The instructions are now located here: https://github.com/jboss-developer/jboss-developer-shared-resources/blob/master/guides/CONFIGURE_MAVEN.md#configure-maven-to-build-and-deploy-the-quickstarts

We no longer ship an `example-settings.xml` file in the root of the quickstarts folder. We ship a 'settings.xml' file that is configured to use the online repositories.

I agree that this JIRA is obsolete and should be closed.
