Well, I'm unable to reproduce this issue on the current upstream sources on MSIE10 on both Win7 and Win8.
But to verify a related item, this is perhaps a description of the documented behavior for the carousel. On this Bootstrap page (http://twitter.github.io/bootstrap/javascript.html#carousel), the carousel is described to pause on mouse enter and will resume cycling only on mouseleave. Would that clear up anything?
