The list of features would be inconclusive. I'd suggest looking at the list of plugins, since the Visual Page Editor is available as a plugin: org.jboss.tools.vpe.ui.palette.
If you have this plugin installed, and if the palette fails to show up, then you could make it visible by opening the Palette view. In Eclipse, under the Window menu -> Show View -> Other -> Palette (under the General folder).
