I guess most of people go to http://www.keycloak.org and find the mailing lists from here. Maybe it's not clear enough what "Developer forum" and "User forum" means and what is the best place to ask support questions... Maybe a possible improvement for new web page to emphasize it more clearly :-)

Another helpful thing might be to fill the description "About keycloak-dev" here https://lists.jboss.org/mailman/listinfo/keycloak-dev . Same for keycloak-user ML.
