There's an issue with the website at the moment so it's not updating itself correctly. Should be fixed soon, but in the mean time you can use http://keycloak.jboss.org/keycloak/downloads-archive.html?dir=0%3D1.6.1.Final%3B to download 1.6.1.Final.
