To add a custom local in 1.9.0 you need to create a custom theme that adds the custom locale, in theme.properties you should set what locale are supported by the theme. You also need to add a key for the locale itself in messages_en.properties (like so https://github.com/keycloak/keycloak/pull/2099/files#diff-212b66440fb033927a3a24caf41983c9R151).

In previous versions I used to add custom locales files under base/login/messages folder. This behavior has changed in the new version ?
