It seems that some other functionality was disabled as well - e.g. I cannot add links to PR's to issues anymore, was this intended as well or is this a mistake?

No, we don't use it ourselves so we removed id. It was a mistake that it was there in the first place.

A better way to track what's going on is to look at issues assigned to the next release (https://issues.jboss.org/browse/KEYCLOAK-2124?filter=12322375).
