'Federation Link' should only be shown for users that have a federation link which are users linked to a user federation provider. Is your user coming from LDAP or a custom user federation provider?

I can see that the label is indeed incorrect and it has 'for="userEnabled"' which it should have. So please create a JIRA and PR for that.
