Hello all,

I am studying how to customize keycloak templates now. In that work, I
have noticed the template files was loaded with the default encoding
of the JVM. I suppose specifying UTF-8 encoding is better than using
the default encoding because it often confuses developers. What do you
think?
If it's ok, I can send a pull request with the following changes.
