Summary: distributing the simple gadgets for gs distro (was: supporting theme
with maven profile build.)
Description: In Gadget server, it will only have the generic gadgets when it gets
deployed. When build with the RTGov, it should be able to pull in the RTGov specific
gadgets, and then deployed. (was: This might be related to GADGETS-7, but not the same
one.)
