Yep, you're right -- only seeing it with the dev server, but not on a real install.

If DTGov isn't installed, can we hide the "DTGov" link from the S-RAMP UI
nav? Similarly, does "Gadget Server" == RTGov? Should that be renamed and also
dynamically hidden?
