To make it easier to deal with different environments, where some do not use CDI, it would be better to just use a direct access to the property file via a helper class. The helper class could use a provider mechanism, that would enable an alternative approach to be used (e.g. using the config service in OSGi), but by default it would just obtain the property file from the class path.
