PicketLink was intended to be relicensed under the Apache License 2.0, but in various PicketLink repositories there is a confusing mixture of LGPL and Apache License source file license notices. The referenced pull request corrects this problem specifically for picketlink-bindings by deleting all source file license notices (for convenience) and adding a top-level license file and copyright and license notice.
