PLINK-320 introduced a META-INF/beans.xml into picketlink-idm-api.

To avoid any unexpected behavior when using this library with containers other than those provided by the JBoss ecosystem (EAP, WildFly), we should release an additional jar for picketlink-idm-api without the META-INF/beans.xml.
