1. You can't have the same idp, with the same name, in the different federation instances. The console always remove from the deployment list (the name combo box in the wizards) the ones already in use.

1. External IdPs are never undeployed. The console is checking that.

1. In this case, the user should manually fix the deployment error. And he is still able to remove the IdP.
