Additionally the list if not refreshed at all in following situation:

1) navigate to existing Federation with IDP and some SAML handlers configured
2) switch to SAML handlers tab
3) click back button (next to "Identity provider" tab
4) add new federation and idp
5) switch to SAML handlers tab under this new federation

expected result: there are no handlers for new idp displayed
actual result: list of handler from step 2 is displayed
