The class is now contained in the resteasy-legacy module, see https://github.com/resteasy/Resteasy/tree/3.1.0.Final/resteasy-legacy/src/main/java/org/jboss/resteasy/annotations/interception.
If you're using maven, the GAV for the module is org.jboss.resteasy:resteasy-legacy:3.1.0.Final .
