I read about them a little bit, and the problem with both is that they will be as reliable
as maven ant task, because it is not the problem of the plugins but with the mirror from
where the Tomcat is downloaded.
Therefore, I would set up maven-external-dependency-plugin in that way that:
* during releasing qa repo it will release tomcat binaries to our internal repository
under our group id.
* so it will be done just once, and can be repeated till it will be successful

Some versions of Tomcat 7 are published in Maven repository. Investigate if it would be
useful to rewrite tomcat profiles in qa-parent POM to download Tomcat zip (like JBoss AS 7
does it).
