I did some investigations.
According to
[this|http://tomcat.10.n6.nabble.com/Publishing-zips-to-the-maven-repo-td2...]
thread it seams that Tomcat will not publish zip distributions in the near future.
It is one year old thread, and the one of the reason of rejecting it is that it is only
for Open EJB project, that is why they let this on Open EJB.
It will be maybe worth to start this discussion again in a proper place and let them know
that bunch of JBoss projects would appreciate this as well. Let me know I can start this
initiative.

Another concern is that the version of the Tomcat promoted in the Maven central is quite
behind the latest stable.
For example the latest stable of Tomcat 7 is 7.0.35, and there is only 7.0.30 available.
Tomcat 6 is available from {{org.apache.juddi.bootstrap}}, and the promoted version is
again older.
However I did md5 checksum of Tomcat 7.0.30 both from oficial mirror and maven central and
it complies.

Another solution is to use again ant task from maven and to download the distribution as
before. However this solution seems to be quite unreliable, as the builds sometimes failed
because of corrupted download.
However I think that I can do more with ensuring that it is more reliable. Question is
whether it is not worth (cheaper) more to work on the publishing to maven central.

So there was not reply from Open EJB in a week.
I was also looking in apache tomcat mailing lists. I found
[this|https://issues.apache.org/bugzilla/show_bug.cgi?id=50380] issue, which already
resolved as wont't fix.
It says that Tomcat devs are currently only little interested in Maven and that the only
chance is to provide patch for this. However it is not guaranteed even with the patch.
IMHO it is worth looking into the patch, it should not be too difficult, it can be similar
to the Open EJB approach.

I read about them a little bit, and the problem with both is that they will be as reliable
as maven ant task, because it is not the problem of the plugins but with the mirror from
where the Tomcat is downloaded.
Therefore, I would set up maven-external-dependency-plugin in that way that:
* during releasing qa repo it will release tomcat binaries to our internal repository
under our group id.
* so it will be done just once, and can be repeated till it will be successful
