This isn't really anything to do with Drools though.
 
Drools rules could simply use "from" to invoke methods on a proxy that hides your mainframe connectivity (which would be the same for any Java application).

Probably you may need an Enterprise Service Bus (ESB), like jboss ESB to decouple the communication with a mainframe and add a lot of flexibility to communicate with another systems too.
