AFAIK, you are correct.
A DRL file contains rules and related constructs (declarative types, functions, queries etc).
A BPMN2 file (or it's legacy RuleFlow predecessor) contains a process definition.
The two represent different concepts and cannot be converted between each other.

I may be wrong, but i think that drl files and jpbm are not used to achieve the same goal. Drl files to create rules and jpbm to create flows. Then i think that converting a drl file to a jbpm file makes no sense.
