There's an overloaded method called configure(InputStream in) and configure(Reader reader) too, use either of those instead:

try {
InputStream in = new FileInputStream("/path/to/xml/file/SolverConf.xml");
configurer.configure(in);
} finally {
IOUtils.closeSilently(in);
}
