Do I need to use any version control to download the guvnor source, bcos if a click on the provided link ,the files are getting opened in the browser itself.

I'm not very familiar with maven yet. You only need to build http://anonsvn.jboss.org/repos/labs/labs/jbossrules/trunk/drools-guvnor/. But no idea if the parent pom is required.
