Drooks ORs are not short circuited. They are treated individually. You could rewrite the rule to check for the "other part of the or"

( TblVersichKlinik(versicherung != null, versicherung != " ", zusatzversicherung == null)
or
(TblVersichKlinik(zusatzversicherung !=null, zusatzversicherung != " ", versicherung  == null)) )
