Essentially, otherwise is a negation of the collection of all the column values.
If you test for equality (==) then otherwise generates a rule with not in (…)
If you test for inequality (!=) then otherwise generates a rule with in (…)
The collection of the in and not in tests is the aggregate of the defined values in that column. See the URL for details.
