Have you looked at the examples that come with Drools?

Your deployment artefact is simply the DRL (and DSL \ Decision Tables depending upon your usage); thereafter you use the normal documented processes to construct a rulebase and working memory.

If you are familiar with web development in Java you should not have too many problems.
