This is by design.
You have to include a value for all template keys.
The reasoning is that as you can define any arbitrary template; a missing value could invalidate the resulting syntax; e.g.: MyFact( @{k1} == @{k2} )
Decision tables are more strict with the constructs you can define and hence permit empty values.

I have a decision table in an excel file. It works fine if I have empty column values. However, if I use rule template rows with empty column values are completely ignored. Is this known issue? Or I am doing something wrong. Thanks, --Gautam
