JBoss recently updated their maven repository.  Unfortunately I don't think that the old repository (the one you listed) is going to continue getting new updates.

The new repo url is https://repository.jboss.org/nexus/content/groups/public/

You can see the 5.1.0.M2 artifact is available at that URL: https://repository.jboss.org/nexus/content/groups/public/org/drools/drools/5.1.0.M2/
