Look at the Drools Expert doc.  the 5.2.0 document says:

6.1.4.3. Rule Tables

All Rule Tables begin with a cell containing "RuleTable", optionally
followed by a string within the
same cell. The string is used as the initial part of the name for all rules
derived from this Rule
Table, with the row number appended for distinction. (This automatic naming
can be overridden
by using a NAME column.) All other cells defining rules of this Rule Table
are below and to the
right of this cell.
