This is by design, see https://github.com/droolsjbpm/drools/blob/master/drools-decisiontables/src/main/java/org/drools/decisiontable/parser/ActionType.java#L179

If a cell value contains "some text<quotation mark>some text<quotation mark>more text" the quotation marks are assume to be part of the value and escaped.

This can be overridden using "EscapeQuotes false" flag in the RuleSet properties section.
