Looks like you may not have properly installed the JavaServerFaces jar files in tomcat. This class is contained in jsf-api.jar.

Which version of Drools? And is it really BRMS, or Guvnor u are trying to deploy? Also, there should be an associated stack trace for the failure. Please post that too.
