At the moment we configure the application's bootstrap (i.e. global settings, default repositories etc) programmatically.

For FINAL this will be done via an installer and hence you would not need to connect to any GIT repository you did not want to.

Have you tried setting a proxy using JVM flags: http://docs.oracle.com/javase/6/docs/technotes/guides/net/proxies.html ?

The default repository is: https://github.com/guvnorngtestuser1/guvnorng-playground.
