There is no reason I know of why a template file should not contain any declares.

Is there any known work around for this issue?  I'm loading the Type
Declarations first, putting both types and rules in the same package, but
the @expires(..) is still ignored.  Unfortunately I cannot put types and
rules in the same file since the rules are expanded using templates.  This
issue is a real blocker for what we are trying to do.
