Maybe some of the core devs could shade some light here, but I think the documentation is wrong when it states "All the features are available with XML that are available to DRL.".Look at the DrlDumper and XmlDumper classes. However as estaban has mentioned the xml has not been developed since drools 4.0, and is considered a deprecated featured.
I think my advise would be: if you don't need to use xml for any special reason, then don't use it. Use DRL format instead.
