Rules can be seen as code. If you have rules that are very complex you are going to have issues maintaining the rule before you run into limitations of engine or jvm.

The idea is to keep rules as simple as possible.
There are various mechanisms for dealing with rule complexities like DSL, decision tables and rule flow
