Weld Logger is the logging implementation provided in Weld, and should only really used by weld itself as far as I know.

JBoss logging is implementation agnostic logging framework and should always be preferred, as it allows end-developers to plug in whatever logging framework they like. It can also be included in JBoss AS without any conflicts, as well as GlassFish or Tomcat, etc... (not specifically an advantage over Weld Logger, but still a plus over some logging frameworks.)
