Also, I am trying to figure out where the EL 1.3 spec is being defined and what the status of JBoss EL is in supporting that spec. This seems to be a pretty critical piece of the puzzle and thus it should be more well defined.

Looks like the EL 1.3 spec is really just going to be a maintenance release of JSR-245 (JSP 2.1). It seems pretty lame to me that a new JSR was not created, but given how long these things can take, I can appreciate it was done so we can see this feature in Java EE 6. FTW.
