Yep, possible with <h:link> and <h:button>, thanks to Seam for the innovation and Red Hat for adding it to JSF 2. Now, if that link is a h:commandLink or h:commandButton, it will work in JSF 2 because of the build on demand feature, but also at the peril of XSRF, which we will have to solve in Seam (ideas are forthcoming on this).
