When creating a WSDL file as part of service promotion, the "create required transforms" checkbox is not always enabled.

This is because the new interface cannot be resolved until the project build finishes and the new file is copied to the classes folder. We need to either:

• wait until the build finishes
• update the state when the output file shows up
• use the source folders to resolve the file instead of the output folders
