It would be useful to be able to send Messages to the Rules Component that only insert facts into a StatefulKnowledgeSession, without firing the rules. Firing the rules can be done at a later time with a different Message.

One option would be to introduce a new RulesAction, another is some sort of "rules firing suppression" flag. Some thought needs to be given to this.
