This issue relates to a requirement to carry a RTGov property from a resubmitted message without the service developer having to specifically specify a context mapper (see https://issues.jboss.org/browse/RTGOV-645?focusedCommentId=13057361&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-13057361).

Possibly this can be achieved by adding a new label?
