An updated Neon target platform is now available - 4.4.0.Final

This has identical released component dependencies (classifier base) as 4.4.0.CR1. The early access dependencies were updated to correct the stand-alone EA IS zip. Please use 4.4.0.Final for your .Final Neon build for DevstudioIS 10.0.0.GA smoke test build (due this Friday).
