While doing the work for SWITCHYARD-1040, I disabled the ability to create a new BPM or Rules file from the BPM or Rules implementation property pages. The current functionality is bound within the BPM & Rules component wizards and isn't usable as is. I believe I can simply extract those bits and add a new wizard with a page that wraps the functionality in a generic fashion, then wrap it for BPM & Rules.

The current workaround is to create the file separately and then browse for it. This JIRA will add the links back to the left side of the field where you specify the file so you can create a new file or use the browse button (to the right of the field) to select an existing file.
