Looks like we are missing the capability for SCA gateways in the tooling - as in listed in the "project capabilities" and automatically added to the pom.xml file. Unless I missed it, we need the following:

1) Add SCA to the list of gateways in the project capabilities tree.
2) Auto-add the SCA capability when someone adds an SCA binding to a service or reference.
