It looks like at one point switchyard-bpel-console was a compressed WAR. Now that it is an uncompressed WAR in switchyard-tools, the installer is only copying over an empty switchyard-bpel-console.war and switchyard-bpel-console-server.war directory and none of the contents because the installer ant file expects a WAR file, not a directory.
