Take the following situation:
1) create composite service
2) create component service
3) link component and composite

There is nothing on the button bar that helps with step 3. If you reverse steps 1 and 2, then the promote action creates the link for you. We need to support the other direction as well. Maybe a "promote" action on the composite service allows you to link to a component service? I dunno ...
